Teclo Garcia, Economic Development Director, City of Laredo - Proven and experienced economic development & public affairs professional with more than 25 years of experience and demonstrated success in government affairs, business development, media relations, marketing, research, social media management and leadership.

But I’m not all work and no play. I love to tell stories. I am a prolific sports writer getting published more than 150 times in 2018-19 in local papers, magazines and websites. Hiking makes me happy, and I’m a book aficionado. Still, the bottom line important, and I've been successful at every stage and stop of my career from leading troops in the USAF to leading journalists on election night or passing a bill at the state capitol.

I've accomplished some big things, and I've performed well at the highest of levels as an award-winning journalist, public relations professional, government affairs guru and economic development leader such as when I have had the roles of:
+ Economic Development Director at the City of Laredo - the largest inland port in North America
+ Editor in Chief of the Brownsville Herald and Senior Editor at the Arizona Republic
+ Government Affairs Director for the City of McAllen performing advocacy in Austin and DC
+ Launched “Social Media Summit” event gathering hundreds digital media pros for annual conference
+ Media relations, PR & marketing expert delivering results to clients as a consultant
+ Co-chair of Diversity Committee for Gannet Corporation, coordinating with 100+properties and corporate leaders
+ Founded a regional leadership academy for an area chamber of commerce that flourishes today.


 Dr. Rodney H. Rodriguez - Senior Director RGV Focus,  Board Member, GCSA - As the senior director for RGV FOCUS, Dr. Rodney H. Rodriguez leads the Cradle-To-Career Educational Pathway and educational access for students in the region. Dr. Rodriguez partners with educational, philanthropic, business sector, economic development, state government, community-based organizations, and nonprofit partners through collective impact framework.

Prior to joining CFT, Dr. Rodriguez worked for over 20 years in early childhood education, workforce and economic development, and postsecondary education. During his tenure with Laredo College, he established the IMPACT Economic Development Forum, which provided scholarships for students, and he was as a member of the City of Laredo's economic development advisory committee.

Dr. Rodriguez holds bachelor's and master's degrees from Texas A&M International University in Laredo and a Ph.D. in leadership studies from Our Lady of the Lake University (OLLU) in San Antonio. During his doctoral program, he was an Alpha Chi Honor Society Top 10 Percent from OLLU. He published his dissertation "The Relationship Between the Followers' Perception of the Leaders' Leadership Style and Job Satisfaction in South Texas Community Colleges."



Christopher C. Herring is the Executive Director of Global Chamber® San Antonio and serves on Global Chamber® Texas Steering Group. He was recognized by the US JAYCEES with a lifetime achievement award as one of Ten Outstanding Young Americans (TOYA) for his positive impacts to America.
