Join us for an insightful session as a Fulbright Scholar-In-Residence (SIR) shares their journey and expertise in international education, cross-cultural exchange, and impactful academic initiatives. Learn about the unique experiences of a Fulbright SIR and how this prestigious program fosters global collaboration and mutual understanding.

Moderators:

Diana M. Urrutia, Committee Leader for Young Global Leaders 

Diana holds a Bachelor of Business Administration in Management, a Master of Arts in T.E.S.O.L. and is pursuing an Ed.D in CCLP at National American University. She has 30 years of experience working in higher education, focusing on community college leadership and international education.

At a very young age, mentors and exceptional teachers/college professors guided her journey in the realm of education. She has led academic affairs and student development/service areas and strives to help others see the potential they possess and to find their path to reach it. t is also the principle she follows when leading and teaching; she believes it is an essential role of an educator.

Her trajectory in higher education has been met with meaningful experiences and opportunities. She has served as a full-time faculty member, assistant dean, associate dean and dean of academic affairs. She found her experience in student services, academic affairs, and administration as essential inspirations to establish student retention and student success initiatives.

Currently, she serves as the Vice Provost of International Engagement & Global Competitiveness at Dallas College. The Office focuses on COIL (Collaborative Online International Learning), Virtual Exchanges, Global Citizenship Curriculum, Study Abroad and Global Learning, International Workforce Skill Development, and Special Academic Programming. Other areas of focus are building educational bridges across disciplines, establishing partnerships with our local, global and international communities, and assisting Dallas College in meeting its strategic priorities to develop global citizenship.

 

Noeli Piccoli Biggs, Fulbright Scholar

Noeli Piccoli Biggs holds a master’s degree in international relations and is a distinguished educator, global advocate, and award-winning leader in service-learning and global citizenship. Her leadership connects classrooms and communities through impactful programs that promote equity, inspire action, and build intercultural understanding.

For over a decade, Noeli has volunteered with the International Rescue Committee, supporting refugees and immigrants in the Dallas–Fort Worth area with education, housing, and school enrollment—helping families rebuild their lives with dignity and hope.

Her global experience includes prestigious fellowships and leadership programs such as the Global Citizenship Alliance in Austria, the U.S.–Arab Chamber of Commerce Fellowship in Bahrain and Qatar, the CCID Presidential Delegation to Brazil, the Turkish Cultural Foundation Fellowship, and an education tour in Egypt—reflecting her commitment to cultural diplomacy and international collaboration.

At Dallas College, Noeli has aligned service-learning with the UN Sustainable Development Goals (UNSDGs), increasing student engagement and faculty participation. She also integrated Collaborative Online International Learning (COIL) into the curriculum, connecting students with global peers and real-world challenges.

Dr. Adriana López Barberena - Fulbright Scholar-in-Residence (S-I-R) at Dallas College

Dr. Barberena teaches at Universidad Tecnológica de León, a public university in León, Guanajuato, Mexico, where she enjoys the rewarding and dynamic nature of higher learning. She holds two master's degrees — one in marketing and the other in e-commerce; additionally, she completed her doctorate to deepen her expertise in research. Her international experience includes participation in research and conferences in France and Japan and across Mexico, broadening her global perspective.

Throughout her time with Dallas College, Dr. Barberena will focus on three key initiatives designed to enhance academic and global professional development at Dallas College, visiting all campuses, hosting workshops, delivering presentations and participating in events to foster international collaboration.

The Fulbright Program is an international academic exchange program founded in 1946 with an ambitious goal — to increase mutual understanding and support friendly and peaceful relations between the people of the United States and the people of other countries. The Fulbright S-I-R Program invites institutions to host a scholar from outside of the United States for a semester or full academic year to teach courses, assist in curriculum development, enrich the academic experience through guest lectures, develop study abroad/exchange partnerships and engage with the campus and local community.
