With over a decade of administrative, operational and leadership experience in different types of environments that range from international non-profit organizations to private corporations, Cesar has focused on international business and trade with significant input to the service sector. Specifically, he has worked on market development and service management for Latin America and Europe.

Cesar's work with Global Chamber® has allowed him to interact a lot more with markets like Asia, Africa and North America as collectively the team is in process to build the first truly global business community. Back in Puerto Rico, his main goal is to put the island on the map of global business and to open more opportunities for the improvement of the economy there during the years to come.

Fabian A. Zetina - Associate (International Disputes) at BakerHostetler

Fabian Zetina handles international arbitration and international litigation matters in English and Spanish in several jurisdictions across the globe, with a focus in Latin America. He represents sovereigns, their instrumentalities and corporations in commercial and investment treaty arbitrations in a variety of industries that include mining, energy, construction and oil and gas. His training and background in common law and civil law jurisdictions allow him to bring a multicultural approach to his practice.

Fabian has represented clients before a variety of arbitral tribunals and under different arbitration rules, including the International Centre for Settlement of Investment Disputes (ICSID), the International Chamber of Commerce (ICC), the International Center for Dispute Resolution (ICDR), the London Court of Arbitration (LCIA) and in ad hoc arbitrations under the United Nations Commission on International Trade Law (UNCITRAL).

Fabian has served as tribunal secretary and assistant to arbitrators in international arbitration proceedings. His broader experience includes cross-border insolvency proceedings, asset recovery strategies and transactions in M&As. He also previously advised corporations, associations and governmental agencies in constitutional matters and argued cases before the highest courts in Guatemala.

Fabian has participated actively in academia as a guest lecturer in investment arbitration and human rights subjects, assistant professor of civil contracts, foreign investment in Guatemala and transnational corporate law at his former law school, Universidad Francisco Marroquin; and he coached teams in different national and international moot court competitions. He regularly publishes and speaks on international arbitration matters.

 

Nahila Cortés - Counsel at BakerHostetler

Nahila Cortés concentrates her practice on commercial and investment treaty arbitration, representing corporate clients and sovereign states, primarily in Latin America, and in enforcement proceedings in the U.S. She also advises corporate clients in all phases of their investments and in complex cross border disputes. A substantial part of her work involves mining, infrastructure, environment, local communities and trade matters. Nahila is trained in both civil and common law and handles matters in English and Spanish.

Nahila has represented clients in arbitrations under the rules of the International Centre for Settlement of Investment Disputes (ICSID), International Chamber of Commerce (ICC) and International Centre for Dispute Resolution (ICDR), and in ad hoc arbitrations under the United Nations Commission on International Trade Law (UNCITRAL), among others. She has also advised international companies operating in Latin America on corporate and regulatory matters, as well as on litigation before Argentinean courts.

Nahila has served as an assistant to arbitrators in commercial disputes and actively participates in academia as a guest lecturer on investment and commercial arbitration and commercial law at American University, Austral University (Argentina) and Universidad de Ciencias Aplicadas (Peru). She regularly publishes articles and participates as a coach and arbitrator in international moot court competitions.

Wendy Martinez - Director – HR & Operations at Integrass

Wendy Martinez is an experienced HR and Operations Leader with over a decade of expertise in global payroll, compliance, talent acquisition, and scaling operations for multi-site and international businesses. She has a proven track record of optimizing HR systems—including ADP, QuickBooks, Paychex, and Deel—while ensuring regulatory compliance and operational efficiency throughout international expansion efforts.

Wendy holds certifications in Project Management Professional (PMP), Scrum Master, and Professional in Human Resources – International (PHRi). She is fluent in both English and Spanish, which enhances her ability to manage diverse, global teams and drive effective communication across regions.

In addition to her HR and operations work, Wendy is a Commissioned Online Notary, providing secure and remote notarization services for HR, legal, and business documents. Her mission is to support organizations with the operational and compliance infrastructure necessary to scale and thrive in global markets.
