Through the T-I-L® brand, its social impact law firm, and its fully separate legal tech startup, Chris has disrupted structural barriers to innovation by enhancing awareness, accessibility, affordability, and availability of intellectual property rights (IPR). This work helps grow both U.S. and global GDP for all. As of the latest update, T-I-L® law represents and supports 109 creatives and emerging entrepreneurs, helping them create an estimated $43 million in financial value. The insights gained from this work are now being applied to a more scalable purpose— a Software-as-a-Service (SaaS) IP legal tech solution branded IPRights4All™.
IPRights4All™ launched in 2024 with pre-seed funding from 1863 Ventures and the District of Columbia. It has since developed a proprietary design and recently launched a minimum viable product with artificial intelligence and blockchain capabilities. Guest Speaker:Irene Chen - Partner at VCL Law LLP
Irene H. Chen represents and counsels foreign producers, exporters, and U.S. importers in international trade matters, including antidumping/countervailing duties, customs issues and cross-border commercial disputes. Previously, Irene spent four years as an attorney in the Office of Chief Counsel for Trade Enforcement and Compliance at the U.S. Department of Commerce. Irene's work at the Commerce Department included advising the Import Administration division on its antidumping and countervailing duty investigations and reviews and customs protests. Irene also represented the United States in international trade litigation matters, including cases at the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit, and the World Trade Organization. Prior to her work at the Department of Commerce, Irene served as an attorney in the Office of the General Counsel at the U.S. International Trade Commission, where she advised the Commission on matters pertaining to injury determinations in antidumping and countervailing duty investigations and represented the Commission in arguing appeals before the U.S. Court of International Trade and the Court of Appeals for the Federal Circuit. Irene has also worked at the law firms of Baker Donelson, LP, and Ding & Ding, in Taipei, Taiwan.
Irene obtained a J.D. from Northwestern University Pritzker School of Law and a B.A. in economics from Columbia University. She lives in Arlington, VA with her husband, two children, and dog Pookie. She enjoys running, tennis, Krav Maga and learning new languages.
