Bridging Business Between Puerto Rico and New York: Legal, Business and Tax Considerations for U.S. Expansion into Latin America

The Global Chamber NYC Chapter invites members and guests to an in-person program hosted at the CBIZ New York office on February 19th at 5:00 PM, focused on bridging business opportunities between Puerto Rico and New York as a gateway to Latin America.
 
The program will feature two experienced speakers offering business, legal and tax perspectives for U.S.-based businesses considering expansion into Latin America. Jaime Rivera Emmanuelli, Gaming Law Partner at Saiber LLC, will highlight the key opportunities and challenges—both legal and commercial—that U.S. companies face when expanding into the LatAm market. Jaime will also explore why Puerto Rico serves as a strategic starting point for LatAm expansion, highlighting important business, regulatory, and compliance hurdles that companies should address early in the process.
 
Gurmeher Allagh, International Tax Director at CBIZ, will provide insights into the tax challenges and implications associated with Puerto Rico expansion, including best practices in international tax planning to help businesses navigate cross-border complexities efficiently.
 
The program will conclude with an interactive Q&A session, followed by networking opportunities with fellow business leaders and professionals.

Speakers:

Jaime F. Rivera Emmanuelli - Gaming Law Partner at Saiber LLC

Jaime Rivera Emmanuelli is an accomplished gaming law attorney with over 10 years’ experience within the public and private sector. Jaime guides gaming businesses and businesses within the gaming industry through various regulatory and compliance hurdles throughout the United States and Latin America.

Immediately prior to joining Saiber, Jaime served as the Executive Director of the Puerto Rico Gaming Commission where he led the oversight of all horse racing activity, land-based casinos, route machines, sports betting, e-sports, and fantasy contests. As Executive Director, Jaime planned, coordinated, and supervised all the agency’s administrative and operational activities and was responsible for the implementation of significant new public policy, including the Government of Puerto Rico Gaming Commission Act. In addition, while at the Commission, Jaime was instrumental in the launch of online sports betting in Puerto Rico. Previously, Jaime served as the Deputy Executive Director of the Commission, and as the Deputy Horse Racing Administrator, where he directed all operational and administrative activity.

At Saiber, Jaime advises casinos, gaming manufacturers, interactive online gaming operators, technology providers, and sportsbook operators in an array of corporate, regulatory and compliance matters. He helps guide his clients in the expanding United States and Latin American gaming markets. Jaime plays a key role in advising European and North American gaming operators in the entry of the Caribbean, Central American, and South American gaming markets. Jaime also provides non-gaming government legal and administrative consulting services.

In addition to his role with the Puerto Rico Gaming Commission, Jaime has held several other government positions throughout his career. Jaime acted as the Legal Director for the Puerto Rico Land Administration. In this role, Jaime led the agency which promotes the economic, social, and urban development in Puerto Rico, and oversaw all legal affairs impacting the office. Moreover, Jaime oversaw the legal affairs for the Office of the Inspector General for the Government of Puerto Rico.

Gurmeher Allagh - Director in the International Tax Practice at CBIZ

Gurmeher Allagh is a director in the International Tax practice at CBIZ. He has 15+ years of tax consulting and compliance experience in big 4 and national accounting firms. Gurmeher has served high net worth individual clients and companies ranging from privately held middle market businesses to fortune 500 global corporations in a variety of industries such as technology, consumer products, medical devices, professional services, and digital assets.

Gurmeher specializes in inbound/outbound tax consulting, cross border mergers and acquisitions, tax structuring, treaty planning, and international tax compliance. He obtained his bachelor’s degree in economics from the University of California, Los Angeles. He is licensed to practice as a Certified Public Accountant in the State of New York.

Susan Gitenstein Assadi - Executive Director at Global Chamber New York City & Chief Media Strategist at GAPR

Susan leads GAPR, a PR firm with an emphasis on expert and thought leadership campaigns. She is a highly respected national media strategist who helps her clients to be promoted to the national media, weaving in compelling stories that resonate with top media outlets. Her campaigns have enabled her clients to have features and recurring citations in The Wall Street Journal, Financial Times, Reuters and Bloomberg.  As a result of her campaigns, her clients have been boosted into leaders of their respective fields. Susan has over four decades representing public and private companies in the financial services, corporate governance and the proxy industry, alternative energy, and those with an emphasis on responsible business practices such as ESG. Most recently she has been working with disruptors who are helping to build the domestic supply chain of rare earth materials.  Susan also has represented some leading non-profits. She also co-founded Safed House, a non-profit, that provides a welcoming place for refugees and recent immigrants to share their stories.

Her firm’s campaigns are fresh, creative, tech savvy, and innovative, a cocktail that engenders powerful results.

Prior to founding her own PR firm, Susan was the publicist for PBS MacNeil/Lehrer NewsHour.   She received a Master's Degree in Fine Arts from New York University, and obtained a Bachelor's Degree from Washington University in St. Louis, Missouri.
