Jacqueline Cooper, JD, MA LDT, NBCT, CCI, BMM - Chief Executive Officer, Maryland Blockchain Association

Jacqueline Cooper heads the Maryland Blockchain Association, where she works to grow blockchain literacy and adoption throughout the state. Her background blends law, education, and emerging tech: she practices as a partner at Cogent Law Group in DC, holds a master's degree from Notre Dame of Maryland University, and is a National Board Certified Teacher who has spent much of her career opening career pathways for young people and career-changers with exceptional needs. On the blockchain side, she's trained in cryptocurrency investigations and blockchain maturity assessment, has authored multiple books on digital assets aimed at consumers, nonprofits, and attorneys, and co-chairs the Government Blockchain Association's Legal Working Group. She also co-founded and now leads the Blockchain Legal Institute, and serves as a media ambassador for the Global Business Blockchain Council. A lifelong Marylander, she built the Association around connecting blockchain innovation to practical outcomes for local businesses and communities.

Chet Seto - Founder and Managing Director, CJSeto Support Services, LLC 

With 35+ years in environmental, operations, program, and project management, Chet Seto runs CJSeto Support Services, a firm delivering environmental and health-and-safety consulting to government and private-sector clients across California, where he leads strategy, business development, and quality assurance. His path there wasn't a straight line from the private sector - he's a U.S. Naval Academy graduate in Oceanography who flew the P-3 Orion as a Naval Aviator and retired as a Navy Reserve Captain after 30 years of combined service, later moving into defense contracting and government environmental oversight. He founded CJSeto in 1999 on the principles of Honor, Courage, and Commitment, and as a first-generation Chinese American stays active in community service, including work with the Naval Academy Alumni Association, TEACH, Snowball Express, and Friends of Navy Squash.
