Global Chamber® NYC Climate Regulations and How They Affect NYC Buildings: Lessons Learned

Come hear from Laura Sauer, Account Director, KBKG, energy efficiency, sustainability, and compliance solutions specialist, and Marc Karell, owner of the consulting firm Climate Change & Environmental Services, who will speak about their experiences leading up to the first filing date for Local Law 97 in 2025 and lessons learned along the way working with building stakeholders to avoid penalties. Local Law 97, part of the 2019 Climate Mobilization Act, targets large buildings in New York City to reduce greenhouse gas emissions, which account for nearly 70% of the city’s total carbon footprint. Buildings over 25,000 square feet, or groups of buildings on the same tax lot totaling 50,000 square feet, are generally subject to LL97. The law sets emissions caps based on building type and size, measured in metric tons of CO₂ equivalent per square foot.
 
After their presentations our advisory board chair Charles Bernard and Executive Director NYC Susan Assadi will lead this event to continue our path for 2026 for the NYC Chapter: to connect high-performing CEOs and executives with opportunities to collaborate and grow their businesses globally.

Laura Sauer -  Account Director, LL97 Compliance Strategy and Tax Incentive Optimization at KBKG

Laura Sauer brings more than 10 years of experience developing client relationships and delivering energy efficiency, sustainability, and compliance solutions to commercial, industrial, and multifamily building owners throughout New York City. She has partnered with building owners, architects, engineers, contractors, and financing specialists to help clients navigate complex regulatory requirements, including Local Laws 97, 88, and 84, while identifying opportunities to maximize financial incentives and achieve long-term building performance goals. Laura earned her Bachelor of Science in Interior Design and Architecture from Indiana University Bloomington and is a member of AIA, BOMA, and the CUNY Building Performance Lab.

 
 
 
Marc Karell - Owner at Climate Change & Environmental Services

Marc Karell is the owner of the consulting firm Climate Change & Environmental Services, LLC (website: www.CCESworld.com). He is a licensed professional engineer (P.E.) in the State of New York with over 40 years of technical consulting experience in the areas of environmental compliance, clean energy, energy efficiency, climate change, and sustainability. He is a Certified Energy Manager with a Masters Degree in Chemical Engineering from Columbia University. Marc has extensive experience performing carbon footprints under the Greenhouse Gas Protocol and performing ASHRAE Level I, II, and III energy audits for diverse building types (such as office buildings, schools, warehouses, and multi-family residences). Marc also performs building retro-commissioning evaluations, to assure building owners that their systems are operating optimally. Climate Change & Environmental Services, LLC has provided technical assistance helping hundreds of buildings comply with NYC Local Laws 87, 97, and 88 and reduce greenhouse gas emissions and energy costs, as well. Marc has also managed a number of energy upgrade projects for buildings, such as the installation of new and improved boilers, LED lighting, HVAC upgrades, and rooftop solar panels.

Susan Gitenstein Assadi, Executive Director at Global Chamber® New York City

Susan leads GAPR, a PR firm with an emphasis on expert and thought leadership campaigns. She is a highly respected national media strategist who helps her clients to be promoted to the national media, weaving in compelling stories that resonate with top media outlets. Her campaigns have enabled her clients to have features and recurring citations in The Wall Street Journal, Financial Times, Reuters and Bloomberg.  As a result of her campaigns, her clients have been boosted into leaders of their respective fields. Susan has over four decades representing public and private companies in the financial services, corporate governance and the proxy industry, alternative energy, and those with an emphasis on responsible business practices such as ESG. Most recently she has been working with disruptors who are helping to build the domestic supply chain of rare earth materials.  Susan also has represented some leading non-profits. She also co-founded Safed House, a non-profit, that provides a welcoming place for refugees and recent immigrants to share their stories.

Her firm’s campaigns are fresh, creative, tech savvy, and innovative, a cocktail that engenders powerful results.

Prior to founding her own PR firm, Susan was the publicist for PBS MacNeil/Lehrer NewsHour.  She received a Master's Degree in Fine Arts from New York University, and obtained a Bachelor's Degree from Washington University in St. Louis, Missouri.
