With Maryland hosting the Quantum World Congress (Sept 23–25), this month's session focuses on what the emerging quantum economy means for commercial businesses. As a premier quantum hub—home to IonQ, federal labs, the NSA, and top deep-tech firms—Maryland will host U.S. participants as well as international delegations from Europe and Asia, alongside key side events like the UK-US Quantum Security Forum. Uvika Sharma - Founder, INTLDA / Global Ecosystem Lead, SuperQ Quantum

Uvika Sharma is a global AI strategist, advisor, educator, and speaker who works with leaders navigating the rapidly evolving intersection of Artificial Intelligence, business transformation, governance, and emerging technology.

She is the Founder Managing Partner of INTLDA, a Data & AI advisory firm helping organizations move from AI pressure to AI readiness through practical AI strategy, Responsible adoption, governance, workforce readiness, and assurance. With more than 20 years of experience across technology, data, and business transformation, Uvika has worked across Fortune 500 companies, startups, academia, and the public sector, bringing a rare combination of technical depth and executive perspective to complex technology decisions.

 Uvika is also the Co-Founder of Asian Women Advancing AI (AWAAI), a global community focused on expanding the participation and leadership of Asian women in shaping the future of AI. She serves as Global Ecosystem Lead at SuperQ Quantum Computing, where she focuses on building strategic partnerships, strengthening research collaborations, and developing the broader ecosystem around quantum computing and emerging technologies.

Education and founder development are an important part of her work. Uvika is an Adjunct AI Instructor at Bryant University, teaches Responsible AI to founders at Cornell Tech, serves as an industry advisor and mentor within the Cornell Tech ecosystem, and advises entrepreneurs through the Harvard Business School Startup Partners program.

A frequent speaker on global stages, Uvika brings a practical leadership lens to AI, Responsible AI, workforce transformation, and the convergence of emerging technologies. Her work increasingly explores a question facing boards and executive teams: not simply what the next technology can do, but how organizations prepare to make good decisions before the technology outpaces their readiness. 

Uvika holds an MBA from Cornell University and a bachelor's degree in Computer Science from Stony Brook University.

 
Francisco J. Leija - Founder & Principal, Modern Phalanx Solutions, LLC / Board Director/ Retired US Army Colonel

Francisco J. Leija is a technology executive, entrepreneur, board director, and retired U.S. Army Colonel whose career spans quantum computing, artificial intelligence, autonomous systems, advanced manufacturing, defense technology, and emerging-technology investment and strategy. He is the Founder and Principal of Modern Phalanx Solutions, where he advises early-stage and growth companies at the intersection of advanced technology, national security, commercialization, and global markets. He previously served as Chief Operating Officer of Entanglement, Inc., a quantum technology company, where he led corporate operations, strategic technology partnerships, restructuring, and merger-and-acquisition initiatives focused on translating emerging quantum capabilities into commercially viable applications. Leija’s military and government career includes helping establish U.S. Army Futures Command and its University Technology Practice, overseeing approximately $1.2 billion in university research and contributing to the Army’s broader technology and modernization efforts, including portfolios totaling approximately $17 billion in research, technology, and procurement programs. He also participated in major multinational exercises across the Indo-Pacific, including Talisman Sabre, Ulchi Freedom Guardian, Key Resolve, and Cobra Gold, shaping his interest in modeling, simulation, data, and advanced technology as tools for improving decision-making under uncertainty. Across military service, government, technology companies, universities, and corporate boards, his work has consistently focused on helping leaders understand complex systems, anticipate technological change, and harness emerging capabilities while keeping human judgment and societal impact at the center of decision-making.
